Clr. Milagros J. Olivera
Milagros Olivera is a counselor specialized in the social sector. She has work experience in the private sector, civil society organizations, cooperation agencies and public institutions.
After seven years of working in Avon Cosmetics as an art director, Milagros started as an adviser for the civil society organizations in communication and fundraising. As executive director of the Argentine Strategic Planning Association during the economic crisis of 2001, Milagros became involved in the Argentine Dialogue that was convened by the National Government, the Church and the UNDP. She was an active part of this national initiative as an organizer of the Youth Dialogue and facilitator (trained by an international specialist named Adam Kahane on the Transformative Scenarios Method) for the National Justice Bureau. She coordinated the process of Dissemination of the UNDP Human Development Report of Argentina throughout the country and was part of the first stage of dissemination of the Regional Project “Democratic Development in Latin America” directed by Dr. Guillermo O’Donnell.
By the end of 2004, Milagros returned to the social sector by first setting up the Department of Government Agencies and International Cooperation for WWF in Argentina before then becoming the Executive Director of HelpArgentina Foundation, one of the first social Latin-American online marketplaces for three years. Following her time at HA, she then directed the Argentine Chapter for Ronald McDonald House Charities and was selected to represent the Latin-American region as part of the RMHC Global Advisory Board due to her success in building the first House inside of a public hospital. In 2012, she became independent adviser for UNICEF Argentina and The Economic and Social Council of the City of Buenos Aires. These independent roles allowed Milagros to get her degree in counseling. In December 2015, with the newly elected president Mauricio Macri, Milagros worked at the Health Ministry of the Province of Buenos Aires coordinating the Institutional Relations and Communication. After one year, she was asked to fulfill the same role for the Secretary of Operations and Strategies for the National Health Ministry.
Since December 2017, Milagros has been focused on counseling and teaching. She designed and actually directs the Graduate Program of NGO Management at the Catholic University of Argentina where she is also professor of other programs. She is also an adviser in the Legislature of Buenos Aires.
As a counselor Milagros founded Luminariaz, due to her desire to improve social skills and communication inside both the institutional and organizational settings as well as with young people. Therefore, she is involved and interested in programs related to social skills and leadership training while attending private counseling clients at her own office. She’s convinced that both the changes in technology and the new family dynamics make the development of social skills more difficult and at the same time even more important.
Milagros studied graphic design at the UBA and art direction at the School of Visual Arts at NYC. He holds a postgraduate degree in Marketing from the University of California-Berkeley and a Human Development degree from UNDP at the Universidad de Los Andes in Colombia (selected for online program by UNDP). Milagros is a graduate counselor at Holos Argentina.
